MILLVILLE - After a year of working without a contract and about two years of negotiations, the Buena Regional Board of Education and its teachers reached an agreement Wednesday on a new contract. Buena Regional Education Association President and Cleary Middle School teacher Greg Smith said the deal is a "one and three," meaning it will be applied, retroactively, to last year and for the next three years. Raises for this year and last are 4.7 percent. For the final two years of the contract, teachers will receive 4.4 percent raises. According to a release detailing the settlement, teacher salaries in Buena are still below average for an Atlantic County school district. Smith said a mediator arrived at the raise percentages. "We think everything is fair," Smith said. "We think (the mediator) did a good job of taking all averages and variables and putting them together to work something out." The union made a concession on health insurance. Previously, Smith said, Buena teachers had private insurance through Horizon Direct Access, but now they are getting their insurance through the state educators' plan. The union filed the grievance when the district planned on making the switch. The grievance was dropped, however, as part of the settlement agreement with the board of education, Smith said. The settlement also allows the district to extend classroom time for English and mathematics at Cleary to help the school reach benchmarks mandated by the No Child Left Behind Act. About 230 teachers and staff members in the Buena Regional Education Association had been working without a contract since mid-2008.

Buena teachers, board reach contract agreement (Press of Atlantic City by staff reports, 10/15/09) Teachers and board members at Buena Regional School District reached an agreement Wednesday on a new contract, bringing an end to nearly a year and a half of negotiations. About 230 teachers and staff members with the Buena Regional Education Association had been working without a contract since mid-2008. According to a school district press release, the sides reached a four-year agreement. While the increase in salaries over the existing contract is below the county average for other Atlantic County school district settlements, school officials say the salaries will remain competitive. According to the release, the district will save money by switching from a private insurance carrier to the State Education Health Benefits Plan -- something that the district says could also cut taxes for area residents. With the agreement, the district will extend classroom time for English and mathematics at Cleary Middle School, a sidebar agreement negotiated about two years ago to help the school achieve higher benchmarks under the federal No Child Left Behind Act. Under the agreement, that class schedule would continue at the district's new middle school scheduled to open in January.
Students of the Cleary Middle School are taking donations of non-perishable goods to make care packages for the soldiers. They are also collecting unused cell phones which they send to ReCellular a company that recycles the devices.
