Gathering at the Dr. Martin Luther King Center, 661 Jackson Road in Newtonville
will be held Saturday, December 14, 2002 at 4:00 pm.

with a tree lighting ceremony immediately following.

For the first time in 10 years the Miss BVT
Pageant will be held
Sunday, February 2, 2003
at the Merighi’s Savoy Inn, Vineland
The pageant will
include formal and casual dress plus a talent portion. The new Miss Buena Vista
Township will be required to attend Special Events functions and different
activities throughout the 2003 calendar year.
The following rules
apply:
1.
Girls must be in grades 9 thru 12 to be eligible.
2.
They must be a resident
of Buena Vista Township
A third and final
sign-up will be held at the Buena Vista Township Hall on Thursday, December 19,
2002 from 7:00 pm to 9:00 pm. No additional applications will be accepted after
this date.
The following is
required at sign-ups:

A parent must accompany the applicant
2.
Original birth certificate
3.
Parent’s proof of residency
(eg: driver’s license, utility bill)
4.
A recent photograph of the applicant

Miss Buena Vista
Township Pageant Tickets Now On Sale
Tickets are now available through Buena Vista Township to
attend the first Miss Buena Vista Township Pageant in 10 years. The Pageant will
be held on Sunday, February 2, 2003 from 3:00 pm to 7:00 pm at Merighi’s Savoy
Inn (Landis Avenue and Union Road in East Vineland).
Tickets cost $25 per person which includes a wonderful
buffet dinner, cash bar and musical entertainment. The Pageant will be held
during dinner in a relaxing atmosphere and feature local young ladies competing
in formal and casual dress plus a talent portion. Come see the young stars in
our community and cheer for your favorite!
The Buena Vista Township Special Events Community under the
leadership of Dolores Comparri has put this very special event together.

BVT Annual Holiday Lighting Contest Now Underway

The contest began Monday, December 9th and will end on
Sunday, December 22nd.

Judging will be based on the most festive and beautifully
decorated houses.
·
At least one home from the areas of Collings Lakes, Newtonville,
East Vineland, Milmay, Richland and Cranberry Run will receive recognition as
well as an award.
·
The Winners will be contacted and receive their prizes on our
televised Township Meeting in January 2003.

Leaf
Collection Schedule Changes
Buena Vista Township Public Works Employees have been
activity working on leaf collection in the Township. The new Trackless Leaf
Machine has been making its way through the community. Unusual weather
conditions made the original schedule unworkable because of an extreme amount of
rain and wind. Most of the leaves fell early and were very wet causing major
delays. We apologize for the problems but have no control over mother nature.
If you have any questions about leaf collection please do
not hesitate to contact the Township clerk’s Office at (856) 697-2100 or (609)
561-5650 then press 1 or our Public Works Department at (856) 692-4121.
Residents who live in areas that are not in the regular
leaf collection program may bag their leaves and call the Township for pick-up.

Traffic
Signal- Route 54 and Jackson Road Moves Forward
Work has been
received from Assemblyman Jeff Van Drew’s office that design and engineering
work has been completed for a new traffic signal at Route 54 and Jackson Road.
The signal is expected to be installed by summer time. “The intersection has
long been a concern for our Township residents in Newtonville and Collings
Lakes” said Deputy Mayor Teresa Kelly.

Buena Vista Employees Make Thanksgiving Baskets for Families in the Township
On Wednesday, November 27th Buena Vista Township
employees; Diane Morgan, Dawn Scott, Ron Trebing and Frank Giglio delivered
Thanksgiving baskets to 13 families in Buena Vista. The baskets were complete
with frozen turkeys and all the trimmings. The turkeys were donated by the
Buena Vista Country Club. Additional items in the baskets came from Shop Rite,
Township employees and local residents.
A similar plan is being prepared for Christmas. If you
would like to help in some way to provide items for the basket, donate a turkey

Nature trail
under construction at Michael Debbi Park
After many years of planning by the Buena Vista Township
Environmental Commission a nature trail now exists at Michael Debbi Park in
Richland. The trail has been partially completed and is open was constructed by
Township Public Works employees Rich Calareso and John Klawitter under the
direction of Public Works Directior Joan Dickerson.
The trail was made possible in part by a matching grant
from the State DEP. An additional grant has been applied for. Area
Environmentalist Mike Hogan will map out the trail for a brochure, develop trail
markers and provide information for our Township website during 2003.
The trail is expected to be an additional attraction to our
park in Richland. It is hoped that in the future our school children will be
able to take the picturesque walk and enjoy nature right in their hometown.
The trail starts near the tall flagpole in the corner of
the parking lot as you enter Michael Debbi Park. More details will be available
in future additions of the Buena Vista News.

Buena Vista
Township Receives $150,000 for Ruth Street
In a letter from Commissioner James P. Fox on behalf of
Governor James E. McGreevey our municipality has been selected to receive an
allotment from the Fiscal Year 2003 Transportation Trust Fund Municipal Aid
Formula Program for Ruth Street in the amount of $150,000.
This additional $150,000 will allow for the completion of
Ruth Street during 2003. At press time construction work was underway on Phase
I of Ruth Street from Unexpected Road to just past Peter Avenue. “The Township
Committee was very pleased to be able to complete this road in a two phase
program” said Committeeman Peter Bylone.

Approves Animal Cruelty Investigator
At the Monday, November 25, 2002 meeting Township Officials
passed Resolution No. 190-2002 appointing Tri-County Animal Control services as
the Animal Cruelty Investigator. This resolution was approved to take the place
of the services of the S.P.C.A.
The Department of Law and Public Safety was given approval
to offer Animal Cruelty Investigator training courses. Tri-County Animal
Control Services completed the required courses. John and Joann Hill along with
one of their employees are now certified. They will serve in a dual role in our
community as both animal control officers and animal cruelty investigators.
There is no additional cost to the Township for these services. This means that
animal cruelty complaints can be handled much more quickly and effectively.

Buena Vista Township Receives Honorable Mention in Public Information Contest
Buena Vista Township received Honorable Mention in the 2002
Municipal Public Information Contest. The contest is sponsored by the Center
for Government Services at Rutgers University, New Jersey State League of
Municipalities and the New Jersey Municipal Management Association.
The award was presented in recognition of the outstanding
efforts made to keep our community informed of the activities taking place in
Buena Vista Township. A certificate was presented to the Township in November.
The certificate stated that: “these efforts are indicative of a jurisdiction
that values the involvement of the members of the community in the process of
governance”. The Township Committee is proud of the efforts made through our
Community Calendar and Municipal Guide, local newspaper, Comcast Channel 13 and
the Special Events Committee.

Monthly Public Works Report
November 2002

This month the weather kept us from completing several
projects but we did the best we could. We started work on the Ball fields,
rototilling, adding and mixing new soil into the fields. We have completed
three fields and are working on the last two. This is work that has not been
done in
years.
We have had so much
rain that we have not been able to do much with leaf collection. There were
very few leaves on the ground, then the stormy weather brought them down in a
hurry, creating slippery wet roads. Before residents could manage to rake them
to the street more rain and wind brought more down and kept residents from
getting the leaves ready. The rain also created wet and muddy conditions at the
farm field where we take the leaves, which means we have to let the field dry as
well as the leaves on the street. We will be collecting leaves with our new
leaf machine as weather permits between now and the Christmas Holidays. We ask
everyone to be patient. We will get to those areas of Collings Lakes, Cedar
Gardens and DeRosa Drive as soon as we are able. Anyone in other areas of the
township needing yard waste collected should call to be put on a list for bagged
leaf pick-up or brush collection.
We did complete a section of the nature trail in Debbi
Park. We built two benches and Rich Calareso made two signs for the entrances
to the trail. We will be adding more benches, some directional arrows and
possibly additional trails as time allows.
The parks have now been winterized, the water shut off and
the rest rooms closed.
We have serviced most of our vehicles this month and sent
some out for needed repairs. We should now be ready for the winter storms.
The rainy weather and falling leaves clogged drains which
kept us busy clearing drains of leaves and opening runoff areas.
We hung the flags for Veterans Day.
We also managed to get some potholes patched and roads
graded.
At November’s drop-off we collected approximately 50 lbs.
of metal, 6 yards of brush, 2 bags of leaves, 143 gallons of oil, 15 tires, 1
battery and a few cans and bottles. We also received 4 cans of old paint. The
next drop off will be held on December 7th.

Buena Regional High School Art Work on Display at Municipal Building till
January 7
On December 1, 2002
the Buena Vista Township Cultural Arts Committee presented artwork by Buena
Regional High School Students at the Meet the Artists Reception.
This is the Seventh
in a series of exhibits by local artists. The artwork will be on display at the
Buena Vista Township Municipal Building until Tuesday, January 7. The display
can be seen Monday through Friday from 9 am to 5 pm or on Tuesday evenings till
7:30 pm. Come look at the outstanding talent from our high school.

Special thanks to Jim Stewart of the Collings Lakes Civic
Association for his outstanding effort in making the Lighting Project at John
Quigley Park a reality!
Mr. Stewart in conjunction with Township Administrator Ron
Trebing and the Public Works Department under the leadership of Joan Dickerson
and Supervisor Gene Sykes played a major role in making this all possible.
Township residents in the Collings Lakes area will soon be able to enjoy lighted
tennis courts, basketball courts and street hockey.
Under the leadership of Jim Stewart Public Works employees
placed the wiring and connections in place to make the project a reality.
Lighting will be operated through switching devices that will have an automatic
shutoff after a predetermined amount of time. More details will be announced in
the near future.
Parts for the project were funded through a $10,000 grant
from the Atlantic County Open Space fund.

Buena Vista Township
Turkey Donation a Success!
On Monday, November 18th Buena Vista Township
held a pre-holiday turkey drive for the Community FoodBank of New
Jersey-Southern Branch. We would like to thank everyone for their generous
donations. We received 19 turkeys to give to the FoodBank so they could make up
holiday food baskets to give to the needy.
Special thanks goes to all Township employees who helped
donate turkeys. Collection day activities were handled by Public Works employee
Frank Giglio, Diane Morgan of the Zoning Office and Joan Stahl of the Mayor’s
Office.
For the past 15 years the FoodBank has depended on the
support of people like you to help fulfill their mission of feeding the poor,
hungry and homeless in our area. They are truly grateful for this
contribution!
The Community FoodBank provides about 300 charitable
organizations with groceries for distribution to those in need throughout
Atlantic, Cape May, Cumberland and parts of Burlington Counties. Last year
alone, they provided more than 2.6 million pounds of groceries to area soup
kitchens, homeless shelters, emergency food pantries, day care centers, senior
citizen programs, group homes for the disabled, and rehab facilities.
Over 6,000 baskets will be delivered to those in need
between the Thanksgiving and Christmas holidays. If you would like to help the

Queen of Angels Parish Holds Volunteer Mass
On Sunday, November 17, 2002 the Queen of Angels Parish in
Landisville held a mass in honor of our local Firefighters, Emergency Workers
and local Elected Officials for their devotion and service to our community.
The mass was established as a result of the September 11 tragedy.
Elected Officials from Buena Borough, Buena Vista and
Newfield along with Firefighters, Rescue Workers and Police were invited to
participate.
All Chiefs and Department Heads were asked to bring their
duty helmet to place in front of the Altar. They were blessed during the
service for continued safety, dedication and leadership.
Mayor Chuck Chiarello did the first reading at the mass.
He was joined by Township Committee members Sue Barber, Mike Rivera and Deputy
Mayor Teresa Kelly.
The service was a testimony in spirit that helps keep our

Buena Vista Featured
at League of Municipalities
On Wednesday, November 20, 2002 the New Jersey State League
of Municipalities held their annual convention at the Atlantic City Convention
Center. Mayor Chuck Chiarello was asked to host a panel. The topic was
“Building Community Spirit – Municipalities Help Fill A Void”. This program
featured a panel of leaders who have helped make a difference in their
communities. They talked about valuable and inexpensive ways to create
activities in their community and how to promote them.
The speakers were Mayor Albert LiCata of Bernards Township,
Sondra Usry-Hollingsworth, Special Events Coordinator of Atlantic City, Buena
Vista Township’s Special Events Chairwoman Dolores Comparri and Joey Novick,
Councilman from Flemington Borough.
The program attracted over 150 government leaders. Visual
and verbal presentations were made by the panel members. Many people were
impressed by the affordable ideas that Buena Vista Township does every year
through our Special Events Committee. Dolores Comparri made a feature
presentation talking about everything from our Independence Day Celebration to
our coloring contests.
